L’assistenza sanitaria indiretta è prevista dall'Unione Europea per garantire a tutti i cittadini il diritto alla libera scelta del luogo di cura in qualsiasi Paese dell’Unione.
Cittadini iscritti al SSN
I cittadini iscritti al Servizio Sanitario italiano devono chiedere autorizzazione preventiva all'ATS di competenza in talune fattispecie.
L’assistito è tenuto ad anticipare i costi della prestazione sanitaria. L’entità del rimborso è pari alla tariffa regionale della prestazione, al netto dell’eventuale compartecipazione della spesa (ticket) se dovuta.
L’assistito, ai fini di una maggiore garanzia del rimborso della prestazione che vuole ricevere in Ue, può presentare all’ATS una richiesta di verifica preventiva per accertare se, in base al tipo di prestazione, è necessaria una autorizzazione preventiva e per avere informazioni su modi, tempi ed entità del rimborso.
Tutte le richieste sono prese in carico dagli uffici delle ATS competenti per l’assistenza sanitaria all’estero.
Il Ministero della salute ha istituito il Punto di contatto nazionale che fornisce ai pazienti le informazioni per facilitare l’accesso all’assistenza sanitaria transfrontaliera all’interno dell’Unione europea.
Cittadini non iscritti al SSN
I cittadini che vengono in Regione Lombardia per curarsi, possono rivolgersi a strutture pubbliche o private accreditate o private. Di seguito l’elenco delle aziende sanitarie di riferimento.

Indirect healthcare is provided for by the European Union to guarantee all citizens the right of freedom of choice of the place of care in any country in the European Union.
Citizens registered with the Italian national health service (SSN)
Citizens registered with the Italian health service must request prior authorisation from the relevant local health authority in certain cases.
Beneficiaries of cross-border health services must pay the costs of the healthcare upfront. The amount reimbursed will be equal to the fee charged in the region providing the care, net of any costs to be shared (patient’s contribution), if due.
In order to better ensure reimbursement of the benefit they wish to receive in the EU, healthcare beneficiaries can submit a request for prior verification to the local health authority to check whether, on the basis of the type of service, prior authorisation is required, and also to have find out how, when and what amount they will be reimbursed.
